Regulatory Overview
Texas’s Compassionate Use Program permits licensed dispensing organizations to provide low-THC cannabis (≤1% THC) to patients with qualifying conditions under physician prescription, registered in the Compassionate Use Registry of Texas (CURT). The program expanded under HB 1535 (2019) and HB 46 (2025). Adult use is prohibited; 2026 rules restricted consumable hemp products.
