Regulatory Overview
Virginia legalized adult-use possession and home cultivation in 2021 (SB 1406/HB 2312). Retail sales are not yet operational: the CCA’s current implementation schedule calls for regulations by February 1, 2027, initial licenses by May 1, 2027, and retail sales no earlier than July 1, 2027, with a cap of 350 retail establishments. The 2026 hemp product limit becomes effective August 15, 2026; it is enacted but not yet effective on this profile’s verification date.
