Regulatory Overview
Malta was the first EU member state to legalize personal cannabis use and cultivation (Act of 2021, Cap. 628). ARUC licenses non-profit cannabis associations (which cultivate and distribute to members) and administers harm-reduction policy; a 2025 amendment extended legal access to resin. The Malta Medicines Authority handles medicinal cannabis import/wholesale.
