Regulatory Overview
Mexico decriminalized personal adult cannabis self-consumption through Supreme Court decisions culminating in a June 2021 general declaration of unconstitutionality of the absolute prohibition, but the legislature has not enacted a regulated market. Medical cannabis has been regulated since 2017 (General Health Law reform; regulations in 2021) under COFEPRIS, which in July 2026 clarified its position on sanitary authorizations for personal adult use.
