Emergency Cutoff Sequence

1. Isolate Primary Loop: Actuate pneumatic emergency shutoff valves (ESV-1 and ESV-2).
2. Engage Cryo-Quench: Flood secondary heat exchanger with chilled N2 flush.
3. Depressurize Vent: Direct vent effluent to scrubber buffer tank.
